The National One Cent Letter Postage Association (f. ca. 1914), based in Cleveland, Ohio, advocated reducing the cost of mailing letters from two cents to one cent. The group contended that the extra cent was a tax that was necessitated only by the fact that publishers got reduced rates for bulk mailing.
